THE COLUMN: Decentralized Agri-Logistics — Solving the ‘Empty Return Trip’ Problem with AI for a Global ESG Edge

“เมื่อการขนส่งสินค้าเกษตรแบบรวมศูนย์ (Centralized) กำลังกัดกินผลกำไรด้วยปัญหา ‘รถตีเปล่าขากลับ’ การเปลี่ยนผ่านสู่ระบบโลจิสติกส์แบบกระจายศูนย์ (Decentralized) ที่ขับเคลื่อนด้วย AI จึงไม่ใช่แค่การรีดไขมันเพื่อลด OPEX แต่คือการเปลี่ยนยอดคาร์บอนที่สูญเปล่า ให้กลายเป็นแต้มต่อทาง ESG ที่ทรงพลังที่สุดขององค์กร”

วิกฤตซ่อนเร้นที่กัดกินผลกำไร (Margin) ของผู้ประกอบการกลางน้ำในอุตสาหกรรมเกษตรและอาหาร ไม่ใช่แค่ราคาวัตถุดิบที่ผันผวน แต่คือความสูญเปล่าที่เรียกว่า “ปัญหาปริมาณรถตีเปล่าขากลับ (Backhaul Problem)” ภายใต้ระบบโลจิสติกส์แบบรวมศูนย์ (Centralized / Hub-and-Spoke) แบบดั้งเดิม เมื่อรถบรรทุกส่งสินค้าเกษตรจากจุด A ไปยังโรงงานที่จุด B สำเร็จ รถขนส่งมักจะต้องวิ่งรถเปล่ากลับฐาน นี่คือหายนะทางต้นทุนที่คุณต้องจ่ายค่าน้ำมันและค่าแรงเต็ม 100% แต่ได้ประสิทธิภาพกลับมาเพียงครึ่งเดียว ที่เลวร้ายกว่านั้นคือ “ระยะทางที่สูญเปล่า (Empty Miles)” เหล่านี้ เป็นการสร้างคาร์บอนฟุตพรินต์ (Carbon Footprint) พ่นสู่ชั้นบรรยากาศโดยไม่สร้างมูลค่าทางเศรษฐกิจใดๆ เลย

ทางออกของเรื่องนี้ไม่ใช่การซื้อรถบรรทุกคันใหม่ แต่คือการรื้อโครงสร้างการขนส่งสู่ Decentralized Agri-Logistics (ระบบโลจิสติกส์กระจายศูนย์)

The Grid: เมื่อ AI และ Smart Grid จับคู่ฟาร์มกับโรงงาน

ระบบ Decentralized ทำงานบนแนวคิดเศรษฐกิจแบ่งปัน (Sharing Economy) ผ่านการเชื่อมต่อกับ Smart Grid และอัลกอริทึม AI เพื่อทำหน้าที่เป็นมันสมองส่วนกลาง (Control Tower) แทนที่รถบรรทุกของบริษัท A จะต้องตีเปล่ากลับ AI จะมองเห็นภาพรวมของเครือข่ายและทำการจับคู่ (P2P Matching) แบบเรียลไทม์ โดยสั่งให้รถคันนั้นแวะรับวัตถุดิบจากฟาร์มเครือข่าย B ที่อยู่ใกล้เคียง เพื่อนำกลับมาส่งที่จุดกระจายสินค้าต้นทาง

ทั้งนี้ การจับคู่ P2P ในบริบทสินค้าเกษตรมีความท้าทายเฉพาะตัวที่โลจิสติกส์สินค้าทั่วไปไม่ต้องเผชิญ นั่นคือความเสี่ยงเรื่องการปนเปื้อนข้าม (Cross-contamination) เช่น รถที่เพิ่งขนปุ๋ยเคมีหรือสารกำจัดศัตรูพืชในเที่ยวไป ไม่ควรถูกจับคู่ให้ขนผลผลิตสดในเที่ยวกลับโดยไม่ผ่านกระบวนการทำความสะอาดตามมาตรฐาน (Wash-out Protocol) นี่เป็นความท้าทายเชิงหลักการที่ระบบ AI Matching สำหรับสินค้าเกษตรพึงต้องออกแบบมารองรับ

โครงสร้างพื้นฐานที่มีอยู่แล้วในไทย

กระทรวงคมนาคม โดยกรมการขนส่งทางบก ได้ประกาศนโยบายยกระดับโลจิสติกส์ดิจิทัลผ่านการพัฒนาระบบ DLT-TMS (Transport Management System) ซึ่งทำหน้าที่เป็นฐานข้อมูลกลาง (Central Database) ด้านการขนส่งทางถนนของประเทศ ช่วยให้ผู้ประกอบการนำข้อมูลไปใช้วางแผนเส้นทางและลดต้นทุน โดยหนึ่งในเป้าหมายของโครงการนี้คือการแก้ปัญหารถตีเที่ยวเปล่า

ในอีกฟากหนึ่ง สำนักงานนวัตกรรมแห่งชาติ (NIA) มีบทบาทเป็นแกนกลางในการขับเคลื่อนระบบนิเวศนวัตกรรมไทย อย่างต่อเนื่อง รวมถึงการเชื่อมโยงเทคโนโลยี AI, Robotics และ IoT เข้ากับอุตสาหกรรม Commerce, AgriTech และ FinTech และผลักดันให้ AI เป็นทักษะพื้นฐานเพื่อเพิ่มผลิตภาพในอุตสาหกรรมแห่งอนาคตอย่าง AgriTech

ทั้งสองหน่วยงานนี้เป็นทรัพยากรที่มีอยู่จริงในระบบนิเวศไทยแล้ว แต่ปัจจุบันยังเป็นการทำงานคนละส่วน ยังไม่มีการประกาศโครงการที่เชื่อมโยงข้อมูลจาก DLT-TMS เข้ากับเครือข่ายสตาร์ทอัพของ NIA โดยตรงเพื่อสร้างระบบจับคู่ระวางบรรทุกข้ามอุตสาหกรรม

บทพิสูจน์การทลาย Empty Miles ด้วย AI ในต่างประเทศ

แพลตฟอร์ม Digital Freight Network อย่าง Convoy (สหรัฐฯ) ได้พิสูจน์แนวคิดนี้ไว้อย่างชัดเจนผ่านฟีเจอร์ “Automated Reloads” ที่เปิดตัวในปี 2019 ใช้อัลกอริทึมจับคู่เส้นทางขาไป (Headhaul) กับขากลับ (Backhaul) เข้าด้วยกันแบบอัตโนมัติ ผลลัพธ์ที่บริษัทรายงานเองในช่วง 3 เดือนแรกหลังเปิดตัวคือสามารถลดการปล่อยก๊าซ CO2 จากการตีรถเปล่าได้ถึง 45% และในภาพรวมต่อมาลดสัดส่วนระยะทางวิ่งเปล่าจากค่าเฉลี่ยอุตสาหกรรมที่ 35% เหลือ 19% ในตลาดนำร่อง (ตัวเลขทั้งหมดเป็นข้อมูลที่บริษัทรายงานเอง ยังไม่มีหน่วยงานอิสระตรวจสอบ)

อย่างไรก็ตาม ต้องแยกให้ชัดระหว่าง “ความสำเร็จด้านเทคโนโลยี” กับ “ความอยู่รอดด้านธุรกิจ” — ตัวบริษัท Convoy เองปิดตัวลงในปี 2023 หลังดำเนินกิจการมา 8 ปี ท่ามกลางภาวะตลาดขนส่งขาลง ก่อนที่ Flexport จะเข้าซื้อเทคโนโลยีนี้ไปพัฒนาต่อในปีเดียวกัน และล่าสุด DAT Freight & Analytics ได้เข้าซื้อแพลตฟอร์มนี้ต่อจาก Flexport ในปี 2025 นี่คือข้อเตือนใจสำคัญสำหรับผู้บริหารที่พิจารณาลงทุนในระบบลักษณะนี้ว่า ต้องออกแบบโมเดลธุรกิจให้ยั่งยืนควบคู่ไปกับความล้ำหน้าทางเทคโนโลยีด้วย

Regenerate: Farm to Future

ผู้บริหารระดับสูงต้องมองข้ามมิติของการประหยัดค่าน้ำมัน (OPEX Reduction) ไปสู่สมรภูมิที่ใหญ่กว่า ในยุคที่กติกาการค้าโลกถูกผูกติดกับมาตรการด้านสิ่งแวดล้อม (เช่น CBAM) และตลาดทุนไทยให้ความสำคัญกับ SET ESG Ratings การลดปัญหา “รถตีเปล่า” คือการลดการปล่อยก๊าซเรือนกระจกทางอ้อม (Scope 3 Emissions) ที่วัดผลได้ชัดเจนที่สุดและใช้ต้นทุนต่ำที่สุด

ก้าวแรกที่องค์กรทำได้ทันทีคือ การตรวจสอบประสิทธิภาพเส้นทาง (Route Audit) ของกองยานพาหนะตัวเอง การทบทวนมาตรฐาน Wash-out Protocol ภายในองค์กร และการติดตามความคืบหน้าของ DLT-TMS จากกระทรวงคมนาคมเพื่อประเมินโอกาสในการเชื่อมต่อในอนาคต

ในมุมมองของการบริหาร Supply Chain อุปสรรคที่ใหญ่ที่สุดที่ทำให้องค์กรยังลังเลที่จะใช้ระบบ “แชร์ระวางบรรทุกขากลับ (Backhaul Sharing)” ข้ามองค์กรคืออะไรครับ? เป็นเรื่องของความลับทางการค้า (Data Privacy), ความกังวลเรื่องการปนเปื้อนของสินค้าเกษตร (Cross-contamination), หรือแพลตฟอร์มจับคู่ในตลาดยังไม่เสถียรพอ?

The hidden crisis eating into the margins of midstream players in the agriculture and food industry isn’t just volatile raw material prices — it’s the waste known as the “Backhaul Problem.” Under the traditional centralized (Hub-and-Spoke) logistics model, once a truck delivers agricultural goods from Point A to a factory at Point B, it typically has to drive back empty. This is a cost disaster: you pay 100% of the fuel and labor costs but get back only half the efficiency. Worse still, these “Empty Miles” generate a carbon footprint pumped into the atmosphere without creating any economic value whatsoever.

The solution isn’t buying new trucks — it’s restructuring transport toward Decentralized Agri-Logistics.

The Grid: When AI and Smart Grid Match Farms with Factories

Decentralized systems operate on a Sharing Economy model, connected through a Smart Grid and AI algorithms acting as a central brain (Control Tower). Instead of Company A’s truck driving back empty, AI sees the network as a whole and performs real-time P2P Matching — directing that truck to stop and pick up raw materials from a nearby partner farm (Farm B) to bring back to the original distribution point.

That said, P2P matching in the agricultural context faces a unique challenge that general freight logistics doesn’t: the risk of cross-contamination. For example, a truck that just hauled chemical fertilizer or pesticides on the outbound leg shouldn’t be matched to carry fresh produce on the return leg without going through a proper cleaning process (Wash-out Protocol). This is a fundamental design challenge that any AI Matching system for agricultural goods needs to account for.

Existing Infrastructure in Thailand

The Ministry of Transport, through the Department of Land Transport, has announced a policy to upgrade digital logistics by developing the DLT-TMS (Transport Management System), which serves as a national central database for road transport, enabling operators to use the data for route planning and cost reduction. One of the project’s stated goals is solving the empty backhaul problem.

On the other side, Thailand’s National Innovation Agency (NIA) plays a central role in driving Thailand’s innovation ecosystem, including connecting AI, Robotics, and IoT technologies with the Commerce, AgriTech, and FinTech industries, and promoting AI as a foundational skill to boost productivity in future-growth industries like AgriTech.

Both organizations are real resources that already exist within Thailand’s ecosystem — but currently they operate independently. No project has yet been announced that directly links DLT-TMS data with NIA’s startup network to build a cross-industry freight-matching system.

Proof That AI Can Break Empty Miles — International Case Study

The Digital Freight Network platform Convoy (USA) demonstrated this concept clearly through its “Automated Reloads” feature, launched in 2019, which used algorithms to automatically match outbound (Headhaul) and return (Backhaul) routes. The company self-reported results in its first three months after launch, showing a 45% reduction in CO2 emissions from empty miles, and over time, it reduced the proportion of empty miles from the industry average of 35% down to 19% in pilot markets (all figures are self-reported by the company; none have been independently audited).

However, it’s important to distinguish between “technological success” and “business survival” — Convoy itself shut down in 2023 after eight years of operation amid a freight market downturn, before Flexport acquired the technology to develop further that same year, and most recently DAT Freight & Analytics acquired the platform from Flexport in 2025. This serves as an important reminder for executives considering investment in such systems: business models need to be designed for sustainability alongside technological advancement.

Regenerate: Farm to Future

Senior executives need to look beyond the dimension of fuel cost savings (OPEX Reduction) toward a bigger battlefield. In an era where global trade rules are increasingly tied to environmental measures (such as CBAM) and Thailand’s capital markets place growing emphasis on SET ESG Ratings, reducing the “empty backhaul” problem means reducing indirect greenhouse gas emissions (Scope 3 Emissions) in the most measurable and lowest-cost way possible.

The first step any organization can take right now is conducting a Route Audit of its own fleet, reviewing its internal Wash-out Protocol standards, and monitoring the progress of DLT-TMS from the Ministry of Transport to assess future connection opportunities.
